1. Wash and soak rice for 30 minutes.
2. Heat oil and sauté onions until golden brown.
3. Add ginger-garlic paste, chopped tomatoes, and whole spices. Cook until tomatoes soften.
4. Add beef and cook until browned.
5. Add yogurt, salt, and water. Let it simmer until the beef is tender.
6. Add soaked rice and cook in a pressure cooker or on low heat.
7. Garnish with fresh coriander and mint leaves.
8. Serve hot with raita or salad.
