1. In a bowl, mix soy sauce, rice vinegar, hoisin sauce, sugar, and cornstarch to make the sauce.
2. Heat vegetable oil in a pan and stir-fry chicken until browned. Remove from the pan and set aside.
3. In the same pan, add onions, bell peppers, dried chilies, garlic, and ginger. Stir-fry for a few minutes.
4. Return the chicken to the pan, pour the sauce over it, and stir to coat evenly.
5. Add roasted peanuts and cook for another minute.
6. Serve hot with steamed rice.
